The Department of the State Guard (DSG) of Ukraine is the national special purpose law enforcement agency, established on January 15, 1992.
In the National Security System the DSG of Ukraine occupies a special place. The main purposes of the special agency are directed to protection of the President of Ukraine, supreme authorities, administrative facilities and buildings of the governmental bodies (the Verkhovna Rada (Parliament) of Ukraine, the Cabinet of Ministers of Ukraine, the Constitutional Court of Ukraine, the Supreme Court of Ukraine and others).
The DSG is vested with the responsibility to ensure security of the heads of foreign states, parliaments and governments, their family members, chairmen of the international organizations arriving to Ukraine or sojourning on its territory.
The DSG in effect operates on the basis of the Constitution of Ukraine, the laws of Ukraine: “On the State Guard of the Government Bodies of Ukraine and the Officials”, “On the Operational-Search Activity”, “On State Secret” and other regulatory and statutory instruments.
All activities of the DSG of Ukraine are managed by the Chief of the Department of the State Guard of Ukraine, appointed and dismissed by the President of Ukraine. Military men on contract military service constitute the DSG personnel.
Organizational structure of the DSG of Ukraine is composed due to its objectives and includes operational, technical, special and analytical units, personnel department, regulatory affairs department, administrative and logistics department and others. Specialists training and retraining are carried out by the Institute of the DSG of Ukraine of Taras Shevchenko National University of Kyiv.
On providing the state guard, the DSG of Ukraine effectuates a high-performance interaction with the Ministry of Internal Affairs, Security Service of Ukraine, and the special-purpose central executive agency of border protection, other governmental authorities and officials.
The DSG of Ukraine is notable for the high level of the operational and mobilization readiness. Planning, preparing, and performing of at least 3000 large-scale security events are accomplished annually. For more than 20 years of its activity the military officers have performed a huge number of protection events for the heads of foreign states, leaders of religious confessions who arrived and temporarily stayed in Ukraine with the official visits.
According to the international treaties, the DSG of Ukraine cooperates with a number of special services. Especially with a view of providing security for the official visits of the heads of states, parliaments and governments arriving to Ukraine; enhancing cooperation in the field of regional security; realization of the gradual integration into the European and Transatlantic space the DSG takes part in the counterterrorism activities.
The DSG activity is supervised by the President of Ukraine and the Verkhovna Rada of Ukraine due to the constitutional powers. Control over the funds allocation for the special agency expenses from the State Budget of Ukraine is done by the Accounting Chamber of Ukraine. The DSG observance of law is overseen by the Prosecutor General of Ukraine and appointed prosecutors.
The DSG has launched the process of the comprehensive reforming on the state guard: measures concerning the improvement of legislation, material and technical supply, level of informational and analytical component of the employment activity as well as special agency openness to the democratic public control.
Since 1999 with support of the State Service for Sport of Ukraine and Sport Society “Dynamo” (Ukraine) the DSG has initiated the tradition to run the national and international multiple bodyguard competitions – “Bodyguard”. Seminars and exchange of experience in the field of ensuring security together with personal protection take place in the course of competitions.
